That's what i was paying monthly on a contract and didn't get features like call display or voice mail which was part of an extra monthly fee. Pay as you go always comes with that at least even with the cheapest top up per month. At first there wasn't that much competition, just a few companies. There are more now but they must all have agreed to the same rules. Possibly the federal board/commission CRTC (Canadian Radio Television Communications)has set the rules, I don't know. They are sort of like a watch dog cum policy makers for anything regarding communications.
i.e. it used to be that your cable company would give you free previews of new channels but then if you didn't call by the end of the free period and say you didn't want them, they were added and you were charged. There were so many complaints that the CRTC changed that and now the new channels are removed and you have to call if you want to keep them.
